Most of the time the rates in Vietnam itself will be better than online rates or your home country money changer rates
But it would be wiser to calculate if it is worth the taxi/Grab $$$ to travel to-&-fro Ben Thanh just to exchange sgd1k or 2k unless you are staying or visiting there, exception is only if u are changing huge amounts than it will be worth it
