That is because HIV is very fragile and destroyed upon contact with air.
In order for the virus to thrive and infect another cell, the transmission must happen without the presence of air(thats why needle sharing and hospital set up are the most common ground). However going by the book, you just need a droplet of blood to get infected. But in reality, there is no known cases of hiv transmission via kissing and oral sex as the probability is next to zero. That's why BJ, painting and kissing considered VERY low risk for hiv infection.
